MINE MITRA is an innovative & ambitious initiative by the Directorate of Geology & Mining to bring in transparency in the user interface and curb illegal practices in mining & mineral transportation through real-time data surveillance & business process re-engineering.

MINEMITRA is a comprehensive end-to-end mineral management system that consolidates citizen-centric services and mining surveillance into a unified platform, facilitating ease of doing business and improved e-Governance. Developed, implemented, and backed by UPDESCO, a government undertaking in Uttar Pradesh.

MINEMITRA garnered recognition at the Digital India & National e-Conference, receiving prestigious awards such as the Platinum Award in Digital India Award 2022, Gold Award in National Award for e-Governance 2022, CSI SIG e-Governance Award 2021, and SKOCH Award - 2021.

The driving force behind MINEMITRA is the aspiration to integrate all mining activities into a seamless end-to-end solution for comprehensive mineral management, leveraging cutting-edge technology. All modules of MINEMITRA are hosted on the State Data Center (SDC) and fully encrypted with SSL, adhering to GIGW compliances, VAPT and undergoing security audits by a Cert-in empaneled agency.

A unified platform for various permits and registrations related to farming land, stock licenses, mineral retail, brick kilns, building/development projects, mining plans, LOI, vehicle registration, and deed execution.

It promotes ease of doing business through user-friendly interfaces, facilitating online payments (UPI, debit/credit cards, internet banking) via Rajkosh, eliminating third-party dependency with Digital Signature Certificate (DSC).

Smart Enforcement System For Department

AI & IoT-based 24*7 Smart Enforcement System with real-time data surveillance through established infrastructure on major mining routes. The system Identifies vehicle types, number plates, RFID based MINETag and identification of minerals using AI, processed on the cloud via IoT.

The system aims to curb malpractices, illegal mineral transportation, overloading and eliminate the human intervention. It has been integrated with various API like VAHAN (MoRTH), Inter-State Transit Pass (ISTP) and Electronic Transit Pass (for Lessee & Stockists).

The system raises 24*7 real-time alerts to the nearest DMO to notify penalty amounts to be deposited online via the Rajkosh portal, increasing government revenue manifold.

An e-Commerce portal for the sale and purchase of minerals with daily rate updates. It aims to promote parity, price control and encourage emerging entrepreneurs. It also provides information of 31,206 district-wise transporters and 945 mineral sales points.

Online Mineral Management For Lessee/ Stockiest

Online Mineral Management encompasses the features like the electronically generation and verification of transit passes, integration with neighboring states, online payments of lease and regulating fees for interstate mineral transportation.

  • EMM-11 This module incorporates the issuance of transit passes by leaseholders for transporting minerals.
  • E-Form C This transit pass is issued by storage license holders for transporting minor minerals.
  • E-Verification of Transit Pass by Government Department: This facilitates the government to electronically verify the transit passes issued by lessee or Stockist through online portal.
  • ISTP (Interstate Transit Pass): It manages transit passes for the interstate transportation of minor minerals from the neighboring states and ensuring regulatory compliance.
  • API Integration: The integration with the API of Ministry of Road Transport and Highways (MoRTH) to obtain the accurate details of vehicles involved in mineral transportation, enhancing the precision and reliability of transit pass information.
  • Online Payment Module: This module facilitates online payments for lease installments and regulatory fees associated with interstate mineral transportation. It involves secure payment gateways for transactions.
